Your Committee, which was authorized by the Senate to incur expenses for the purpose of its examination and consideration of such legislation and other matters as were referred to it, reports, pursuant to Rule 104, that the expenses of the Committee during the Second Session of the Thirty-fifth Parliament were as follows:

In the course of the Second Session of the Thirty-fifth Parliament, your Committee held fifteen meetings and heard twenty-two witnesses. Your Committee considered three Government public bills (C-60, C-34 and C-38). In addition, your Committee conducted a fact finding visit of the Prairie Provinces in relation to its study of the Boreal Forest. Further, your Committee travelled to Washington, D.C. to meet with congressional colleagues, non-governmental organizations and department officials.

The Honourable Senator Kirby, Chair of the Standing Senate Committee on Banking, Trade and Commerce, presented its Fourth Report (budget-study on the state of the financial system in Canada).

Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-23, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 1998, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Carstairs moved, seconded by the Honourable Senator Milne, that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, December 2, 1997.

Introduction and First Reading of Senate Public Bills

The Honourable Senator Haidasz, P.C., presented Bill S-8, An Act to amend the Tobacco Act (content regulation).

The Bill was read the first time.

The Honourable Senator Haidasz, P.C., moved, seconded by the Honourable Senator Corbin, that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, December 2, 1997.

Second reading of Bill C-11, An Act respecting the imposition of duties of customs and other charges, to give effect to the International Convention on the Harmonized Commodity Description and Coding System, to provide relief against the imposition of certain duties of customs or other charges, to provide for other related matters and to amend or repeal certain Acts in consequence thereof.

The Honourable Senator Kirby moved, seconded by the Honourable Senator Whelan, P.C., that the Bill be read the second time.
